96 geo metro lsi -Daytime headlights & runnings lights works when switch lever is off (as normal for 96's). Instrument panel lights & running lights work "ocassionally" when lever is rotated to first position (runners), but not the daytime headlights? When switch lever is rotated to "headlamps on" the intrument panel, daytime headlights and night headlights go out? When lever is pulled back for passing the high & low beams work in any rotated position, but not the panels?

Owners of 2006-2009 Toyota Prius equipped with HID (high intensity discharge) headlights will receive an apology letter from Toyota this month, in response to their overpriced parts and/or incompetence. Toyota has reduced the price of the bulbs to $150 from $300, and will reimburse anyone the difference who paid more than $150 for one. They will also reimburse you for any charges incurred to replace the headlight control computer (ECU) in case a dealer technician misdiagnosed the problem.

If you had your bulbs replaced here, at Luscious Garage, you are not eligible for this reimbursement because we have always charged around $100 per bulb, which is less than Toyota charges even after this good will campaign. Yes, ours are OE Philips D4R XenEco brand, the exact same as Toyota sells. Current price is $94. And no, we have never sold a Headlight ECU. Why would we? It’s common knowledge that the problem is just the bulbs.

It's most likely the batteries need replacing, it takes 2 AAA size batteries.
There should have been some instructions with it showing how to replace the batteries, either in the pack, or actually printed on the pack.
The web site isn't very helpful (with Cateye, you can download manuals and instructions), but looking at the photo,I'd say that you have to remove the lens to replace the batteries.
If you can't figure it out, and have lost the instructions, try at the shop you bought it from, they should be able to help, or at least have another light with the instructions,
