Added Spam Decimator so we can easily delete spam posts and re-made Deemota a Super Moderator just in case I can't get to the spam fast enough.

Sorry for the delay, but we are getting the new layout finished and trying to re-establish a relationship with the moderators.

My first priority was getting the backups established server wide so this problem will never happen again.
