First, welcome to the forum. You didn't mention whether this is the front brakes or the rear brakes that are seizing. If it is the front, I can't see why they would be seizing. I would have instantly gone to the sliders in the calipers, but if you replaced them, then that is not the case
If it is the rears that are seizing, have you checked the e-brake shoes inside the rotor? If they are sticking on, they will heat your rotors in the rear up quickly and could cause it to appear that the pads or rotors are the problem.
